Great River Energy Legislative Update – week ending March 6, 2026

 

Senate Energy, Utilities, Environment and Climate Committee:

The Senate Energy, Utilities, Environment and Climate Committee took up the confirmation of Public Utilities Commission (PUC) Commissioner Joe Sullivan for a second term on Monday. A number of organizations, including the Minnesota Rural Electric Association (MREA), submitted letters in support of Sullivan's confirmation. The committee voted unanimously to support the confirmation. The full Senate will now vote on Commissioner Sullivan's confirmation.

 

House Energy Finance and Policy Committee:

On Tuesday, the House Energy Finance and Policy Committee took up HF3556 (Acomb, DFL–Minnetonka). HF3556 would rename the Xcel Energy Community Solar Garden (CSG) after Speaker Emerita Melissa Hortman. In 2013, then-Rep. Hortman served as chair of the House Energy Committee, the same year the CSG law was created. Testifiers and committee members took time to remember Hortman and praise her leadership in solar development.

Over the years, some have questioned the cost of the CSG program and whether it is still necessary in light of the 100% carbon-free standard. However, members set aside concerns about the program itself. HF3556 passed unanimously and was sent to the House floor.

Senate Energy

The House Energy Committee heard HF3802 (Hollins, DFL–St. Paul) on Thursday. This is Great River Energy's bill to add a narrow exemption to the Certificate of Need (CON) statutes. The bill would exempt upgrades of 69 kilovolt (kV) lines to 115 kV lines when the upgrades use substantially the same right-of-way. Current law requires such upgrades to go through the CON process. The Great River Energy proposal is consistent with other exemptions already in statute.

Dan Lesher, manager, transmission permitting and land rights, Great River Energy, along with Great River Energy's government affairs staff, testified in support of HF3802. The bill passed unanimously on a voice vote and was sent to the House floor.
